In order to find funds for the completion of “incomplete”, the Department of Construction and Architecture, together with local authorities, pursues an investment policy based on the fact that each budget ruble should “lure” at least 2-3 rubles of third-party, extra-budgetary means. Therefore, work is constantly being carried out everywhere and constantly undergoing equity holders.
